    I would say yes, documentation patch sets that the author feels are
    'commit ready' should definitely be posted to submit@ UNLESS
    the author arranges separately with a committer on docs to get
    them into the tree.  That's kinda how it works now... submit@ is
    used by anyone who has not made a pre-arrangement with a committer.
