many doc and handbook changes

I have many doc and handbook changes. It is now getting to the point where
I can't reasonably provide diffs individually for specific
fixes/improvements -- since I don't have any local revision history for my
changes and am just using anoncvs to make diffs.

Is this the correct place to submit doc patches?

Is it acceptable to place <!-- todo --> type comments in the handbook
patches?  (The handbook has a lot of FreeBSD topics to double-check or
rewrite.)

(I already submitted a bunch of small patches yesterday directly to a
DragonFly developer but didn't hear back yet.)
