tar's on DragonFly

For some unknown reason both libarchive tar and gtar are broken on 
DragonFly - they are preserving permissions of extracted files (like in 
case of -p) if executed by root.

It doesn't seem to affect a lot of cases (you rarely run tar as root etc), 
but breaks hell a lot of pkgsrc packages.
