    I found another issue during testing... performance goes down the drain
    if a filesystem (e.g. the filesystem that /var/log is on) fills up.
    Apache continues to try to write to the log file and eats massive amounts
    of cpu trying to find free space.

    It seems unlikely to be the cause of your problem, but check your
    filesystems anyway!
