Hi all.

tcsetpgrp(3) doesn't return EINVAL if an invalid (as in unsupported) process
group id is given. POSIX mandates such a value and our man page advertises that
we do.

I attach a patch that fixes it. I'm running a kernel with the change applied as
I speak. Unless someone objects,  I will push it during the following week.
