Problem with ssh connection

I've two DFly machines with sshd enabled.
I typed sshd_enable="yes" in /etc/rc.conf, I created
the key pair with ssh-keygen. The problem is that I
can't to connect to 192.168.1.2 from 192.168.1.1 with
scp for copying the id_rsa.pub file.
Then, I moved the id_rsa.pub content in remote
/root/.ssh/authorized_keys with pendrive, but I do not
permissions to access from remote host.
I always work with root account.
