The Soekris boards have vga (text modes only) emulation.
I don't know if they look like they have an actual vga device
or not.

I've suggested a third /etc directories on the Installer CD:
/etc (cdrom) /etc.hdd and /etc.netboot, to enable different 
serial settings for the netboot targets.

Perhaps your idea to check for vga and fall back to serial
when missing is a better alternative, if the Soekris can be 
properly identified as missing vga.
