newsyslog(8) update

Hi,

here's a patch that syncs our newsyslog(8) with FreeBSD's:

The only modification I didn't bring in is r1.107 of newsyslog.c since 
this generates a warning in DragonFly where it fixes one in FreeBSD.

Don't forget -p0.

I'll commit this next weekend if there are no objections.
