adduser and kbdmap deperlification

Import adduser and kbdmap from freebsd 5 to replace perl scripts.

adduser builds and tests fine
kbdmap builds, but i have no good way to test it

tar file availible at: http://home.wickberg.net/~tim/adduser+kbdmap.tar

(replaces files whole, the diffs would be larger than the files)

`tar xf` from in src/usr.sbin
