  * Changes to the "southamerica" file (combinining material from
    Jesper Norgaard Welen and Paul Eggert) to reflect Argentina's
    readoption of daylight saving time
  
  * Move Atlantic/Jan_Mayen to the 'backward' file
    (thanks to Jonas Melian for this).
