I'm not sure, but perhaps the NetBSD PCI IRQ fixup code can be handy in 
this matter. It doesn't use ACPI (that's another kernel option), so it 
looks like it's pretty much what we need.

The fact that a lot of hardware manufacturers don't either doesn't help 
as well :P.
