This is actually weird.

There is no term.h in that directory nor should there be any intermediate
file since that should be placed in obj/.

I could understand it if it did a chroot.

So where the discrepancy from world building libncurses versus standalone
building comes from I have no clue yet, but if it is different it does not
bode well for the build system, it should be invariant.
