    Ok, the ctype fix fixes the installworld problems.  /bin/sh is no longer
    acting up.

    I have also added a subversion to DEVELOPMENT (I was trying to avoid 
    doing that before, but I guess we need to do it), and I have added
    checks in installworld to not exit with an error if too-old a kernel
    is being run (pre-TLS-fork fix).  RELEASE has been bumped to 1.2.2
    to get the TLS fork fix.
