    You definitely still have to use the options.  The cvs repository itself
    still has the directory, even though its empty.  We have to keep the
    directory around so the directory and files under the directory are
    properly removed when people with old source trees do an update/checkout.
    If I simply delete the directory from the repository then it becomes
    unmanaged and anyone who cvs updates from an old source tree will not 
    see them properly removed.

    So, think of the options as being mandatory.  This is one of cvs's
    'issues'.
