Okay, I've 'solved' the problem -- but I don't know how I did it :-(

I was fooling around with various 'make' targets and then went back and
tried a buildworld again -- and since then I can't reproduce the bug.

I can't remember now all of the targets I tried, but I know for sure
I tried 'make libraries'.

I'd be curious to know if that fixes the problem for you -- followed
by another 'make buildworld', of course.
