Is using HOST_CCVER=gcc41 for buildworld/buildkernel enough to
confirm this?

No, you need to set CCVER=gcc41. HOST_CCVER is just an internal variable for the native binary build system, so that libgcc2 can be compiled with the correct compiler (by changing CCVER) while native host tools are built by the originally selected one.
