  Works for me.  Well, sort of anyway.  Is it possible the mappings work
and the fault is somewhere else?  (like e.g. with GNU readline for bash)

  What happens if you press Control-V followed by 'ö' or any other "8-bit"
character on the shell prompt?  (I get a \366.)

  Just a sanity check, apologies if you already fixed the rest of the
system.
