pam_nologin for DragonFly

Hi,

I currently ported PAM support for cron(8) to DragonFly.  See Yar
Tikiys commit message [1] on cvs-src.  I'll submit the patch in another
message.

During that task I noticed that DragonFly lacks pam_nologin.  I ported
the version from FreeBSD.  It compiles cleanly and works on HEAD.  Patch
is attached.  I'm not really sure how adding PAM modules in DragonFly
works, so I'm awaiting your comments :)
