new ifconfig

Hi all,

Following patch is porting of fbsd6's ifconfig, based on patch
submitted by Andrew Atrens and Adrian Michael Nida:

Several files are left out:
ifmac.c, ifcarp.c, ifpfsync.c

Newer ifieee80211.c will be brought in soon.

Please review/test it.

If no objection comes, i will commit it two weeks later.
