patch to de-K&R-ify src/lib/libc/regex/*.c

The attached patch updates the K&R function definitions in the sources
in src/lib/libc/regex to ANSI C.  It also removes the 'register'
keywords in variable declarations.

Only perfunctorily tested so far (libc compiles.)
