INCS is assinged the contents of the variable HEADERS with, at the 
beginning of each line, a path composed of 
<the_content_of_BIND_DIR>/lib/isc/include/isc/. INCSDIR is assinged the 
content of the variable INCLUDEDIR with /isc appended.
