Yes and no. ;-)

All packaging systems have to use source code. The question is how, and
how hard are they to work with.

I'm mainly interested in building a cleanly designed, flexible, and
portable binary packaging system. I'm most influenced by dpkg/apt, since
I'm a former Debian Developer. But I'm also concerned with making
packaging easier, doing a better job of managing source code, and making
it easier to build from source than Debian does.

By flexible, I mean able to deal with things like binary packages
compiled for Linux installed on a BSD system. Or a mix of amd64 and i386
packages installed.
