CVS heads up: proxy support

Just to note something:

cvs as currently in the tree has proxy support by default, unfortunately it
is not yet documented (I'll tackle that in a few minutes).
To use use the following:

Set CVSROOT or cvs -d to:

:pserver;proxy=<hostname>;proxyport=<portnumber>:<user>@<cvsrepo-hostname>:<cvsrepopath>
