lame safe strings patch for a few utilities...

I've almost got a home machine up and running to start off replacing
string functions with their bounded alternatives.  I've got a really lame
patch at:

I must admit that my C-coding skills are lagging behind my perl and python
and part of this is to get back into the habit of C.  So am I on the right
track?
