When I added the root password during the configuration, I was able to
set a complex password for root. However, when I then created a regular
user called shirkdog, I could not even put the same password as the root
account. It said I could not use characters such as
This breaks most policies for password complexity as these characters

Yeah, I did the same thing (user password contained '&') a while back
and reported it to #bsdinstaller at #EFNET (or whatever it was called at
the time). To work around, I installed the user account with a "weak"
password, then when everything was installed, logged in as that user and
issued a 'passwd' command which doesn't have the requirements. They
mentioned they would relax the restrictions, sounds like they haven't
had a chance yet.
