Bugzilla was the original target, though I recall Hiten mentioning Mantis
( http://www.mantisbt.org/ ) as a possibility.  

The major stumbling block, I think, is that any new bug system ought to
contain all the old bug reports/feature requests from the FreeBSD-4
codebase we started with, but that would have to be imported from GNATS and
then pruned to remove the reports that no longer apply, or have been
already resolved.  That's going to be a lot of physical labor, any way you
slice it, even if the GNATS-to-Bugzilla (or whatever) conversion process
can be automated.
